The NISC IV program at Leidos is seeking a Telecommunications Engineer to join our dynamic team. The successful candidate will be responsible for processing, coordinating, assessing system performance and engineer frequency assignments. Additionally, the candidate will conduct interference analysis using databases, logs, and historical patterns. The engineer will work closely with regulatory bodies, engineering teams, and project managers to support spectrum-related initiatives across various projects.

Primary Responsibilities:

  • Familiarity with frequency assignment principles, RF propagation, and interference mitigation.
  • Ability to support coordination of radio frequencies across diverse systems, including both voice and data communications.
  • Familiarity with microwave link planning and RF propagation principles.
  • Ability to assess system performance and engineer frequency assignments in congested spectrum environments.
  • Understanding of broadband wireless technologies, including those used for airport surface communications.
  • Skill in conducting desk-based interference analysis using databases, logs, and historical patterns.
  • Experience supporting field investigations using equipment like spectrum analyzers, direction finders, and portable antennas.
  • Ability to interpret technical data and apply mitigation best practices to resolve RF interference issues affecting aviation systems.
  • Ability to support coordination and communication with system users, engineering leads, and regional frequency managers.
  • Capable of preparing summaries, investigation reports, and coordination documents related to interference resolution or frequency assignments.
  • Exposure to RF modeling, frequency assignment tools, or engineering databases.
  • Ability to learn FAA-specific software and systems used for spectrum management, with guidance.
  • Strong problem-solving skills with the ability to work independently and within a team environment.
  • Strong ability to interpret technical data and prepare documentation such as coordination summaries, engineering notes, and standard operating procedures.
  • Capable of identifying potential conflicts in frequency usage and proposing solutions based on engineering judgment.
  • Excellent communication skills, both written and verbal.
  • Skilled at working with internal stakeholders and external agencies to coordinate spectrum usage and resolve technical issues.
  • Comfortable participating in technical discussions and communicating findings clearly to both technical and non-technical audiences

Basic Qualifications:

  • Bachelor’s degree in electrical engineering, Telecommunications, or a related technical field, with a minimum of four years of relevant experience. Additional years of experience may be considered in lieu of a degree.
  • Three or more years of experience in radio frequency engineering, wireless communications, or telecommunications infrastructure, including experience with point-to-point or airport-based wireless systems.
  • Must have the ability to obtain a Public Trust Security Clearance Suitability (To be eligible for Public Trust Security Clearance, one must be either a U.S. Citizen OR a U.S. Permanent Resident/Green Card holder who has resided in the U.S.A for the past 3 years.

All new hires must pass a drug test prior to starting with Leidos.

Preferred Qualifications:

  • Experience with frequency assignment principles, RF propagation, and interference mitigation
  • Experience with land mobile radio (LMR) systems, analog and digital radio networks, and narrowband operations

Pay Range:

Pay Range $72,150.00 - $130,425.00

Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
